First, items that are to be discussed and/or voted on on May 2nd or in June 2024 are as follows:

  1. Appropriation 19, 2024 = $5,000.00 from Admin Assistant (Mayor), #0101-0001-01-412012 to Interns (Engineering), #0101-0010-01-412177
    [going towards the hiring of a 2024 summer intern in the Engineering Department to work on a 11 week project and various others]
  2. Appropriation 20, 2024 = $133,188.00 from Transit #0621 to Purchase of Vehicles, #0621-0062-04-444080
    [yeah…for those of us that ride the City Bus, this request is VERY much needed. This goes to purchasing of new buses]
  3. Appropriation 21, 2024 = $70.70 from Hazardous Material Cost Recovery, Purchase of Equipment, #0479-0000-04-444010 to Hazardous Material Cost Recovery, Operating Supplies, #0479-0000-02-422005
    [going towards the purchase of new hazmat suits]
  4. Most of these appropriations are ARPA funding requests [NOTE: most of one’s information re: these requests can be found HERE]
    1. Appropriation 22, 2024 = $100,000.00 from ARPA #0199 to Food Desert – Manna From Seven, #0199-0006-03-439406
      [this is the city’s portion to fund a new refrigerated food truck; county did their portion in April (

    2. Appropriation 23, 2024 = $300,000.00 from ARPA #0199 to ARPA, Consulting Services, #0199-0006-03-439410
      [for BakerTilley and RJL Solutions consulting services (

    3. Appropriation 24, 2024 = $780,984.68 from ARPA #0199 to Public Safety Radios, #0199-0006-04-444013
      [to replace very outdated radio equipment for public safety and other services]
    4. Appropriation 25, 2024 = $250,000.00 from ARPA #0199 to Goodwill Excel Center, #0199-0006-03-439409

      possible red flag; charter school program for adults]
    5. Appropriation 26, 2024 = $1,000,000.00 from ARPA #0199 to ARPA CASY Child Care Facility, #0199-0006-03-439408
      [this is the city’s portion to fund a new child care facility on the city’s northeast side; county did their portion in April (

    6. Appropriation 27, 2024 = $5,000,000.00 from ARPA #0199 to THRIVE West Central Project, #0199-0006-03-439400
      [this is for
      “Homes of the Future” project, to be maintained by THRIVE]
    7. Resolution 13, 2024 = Transfer of $13,350,000.00 in the ARPA #0199 Budget
      [this is for funding for a series of infrastructure projects planned last year: 13th Street and 8th Avenue Overpass, Brown Avenue Storm Water Project, renovation of City Hall, Herz Rose and Rea Parks; plus 2 unnamed ones for Parks Master Plan and Indiana American Water]
  5. Resolution 12, 2024 = Designating an area commonly identified S US Hwy 41, Terre Haute, Indiana as an Economic Revitalization Area for the purpose of a Nine (9) Year Real Property Abatement (Transcend Group, LLC)
    [this is a tax abatement for a Township Suites by Marriott, close to the entrance of S. 3rd Street and I-70]
  6. Special Ordinance 15, 2024 = Authorizing Payment In Lieu Of Taxes (PILOT) for River Valley Apartments LLC
    [This was tabled back on April 11. This is going to be a PILOT program for a low-income housing project just south of Harrison’s Crossing Health Campus on N. 4th Street, close to Union Hospital’s campus]
  7. Special Ordinance 16, 2024 = Rezoning of property located at 1116 and 1132 Poplar
    [this is a remodeled house that, on the first floor, has a business (can’t remember business as of right now), on Poplar between S. 11th and 12th Plan is to make it a craft store and private dining on 1st floor and residence on 2nd]
  8. Below is a tax abatement compliance form. Believe this is either based on state or local law, what the City Council does is to make sure that businesses that have a tax abatement stay in compliance with their stated abatement; if they’re not in compliance, the abatement gets revoked. Council hold annual hearings once a year (around this time of year) to make sure all the abatements are in compliance. More coming in next few months:

  1. General Ordinance 4, 2024 = Amending City Code, Chapter 7, Article 2, Responsible Bidder
    [this would re-establish a responsible bidder ordinance in Terre Haute for public works jobs over $150K]
  2. General Ordinance 5, 2024 = Amending City Code, Chapter 9, Article 5, Sections 9-116 and 9-117, Waste and Refuse Collection Fees
    [this would increase sewer fees to $15-16/month until 2026. However, it would also increase several credits: 33% off for 65 and older, disabled and veterans (from 25%) and 50% for those that pay for recycling]
